Fundraising self-regulation in Poland

In the Northern summer of 2025, Polskie Stowarzyszenie Fundraisingu, approached Rogare to engage us in assisting PSF enhance and redevelop the regime for self-regulation of fundraising in Poland.

As well as reviewing and strengthening the fundraising standards in a code of practice, PSF intended to introduce a complaints process and a trust mark or kitemark for organisational members of the regime.

Drawing particularly on our review of global fundraising self-regulation, which identified best (and not so good) self-regulatory practices, and our ideas on fundraising ethics, we produced four position papers to assist PSF in setting up their new system:

  1. Self-regulatory regimes for fundraising – identifying the core components and best practices (and practices to be avoided).

  2. Fundraising ethics and code compliance – especially the need to separate ethics from regulated best practice (see also our work with ISOBRO on the Danish fundraising guidelines)

  3. Standard setting and writing best practice guidelines – best practice in writing the clearest, most easily enforceable standards, while avoiding straying into trying to regulate matters of ethics

  4. Code enforcement and complaints – best practice in establishing complaints processes (including the governance of the complaints body), and complaints investigation (which is closely tied to having clear, enforceable standards).

Polskie Stowarzyszenie Fundraisingu is still developing their new system and Rogare will continue to assist them as and when called on.
